Can't ban anyone on srcds

HELP i can't ban anyone :/ i'm running tf2 and when i go to player commands and ban it kicks them and they come right back.. what do i do?

does the server have read/write permission for banned_user.cfg (i think it's in tf2/cfg) file?

Looks like you permanently banned 1 person (STEAM_0:0:46591769) and the rest are banned for 1 minute?

just use soucemod and ban them from ip and f not try new ip, or port ?
