There was a problem when the server goes update stopped writing in the console Your server is out of date. Please update and restart. to me it is very important, because the server is the plugin auto-update.
Completely removed all plugins and server.сfg
In what may be the problem?

You need to force update you do this by doing the exact same thing you did do install the server,(it checks for differences and updates them)

Made a video, it may be clear
As can be seen on the video, I changed the version, but in the console server and did not appear " Your server is out of date. Please update and restart". I is important because the server is installed plugin auto-update, it reacts as soon as the update comes out (change version)



The problem appeared about a month ago.

As far as I am aware there is a bug with autoupdate and windows you can force the update using hldsupdatetool using the command you used to install your server(something like this

HldsUpdateTool.exe -command update -game tf -dir "c:\hlserver" -verify_all -retry
pause

)

save this as a bat file into the same folder as your hldsupdatetool.exe

the problem is solved with the update for today (Fixed dedicated server not receiving restart requests when updates are released)
