Set up a ftp server, and firedeamon fusion..... Or get a real control panel.

Set up an FTP server to edit the files.
As for starting and stopping the server, you need an automated tool.
Ideally, you put the server on a dedicated box and not his gaming computer.

Get your friend to download and install an FTP server such as Filezilla. Once he sets up the port forwarding you can ftp://totheexternal IP via windows explorer or download the Filezilla FTP client to connect. There's no true easy "automated" way.
