[TF2] How to calculate Net/Rate-settings?

I'd really like to know how to calculate Net/Rate-Settings for Servers and for what I have to pay attention for.

I could not find to good instructions and also some seem to be outdated, so im asking here for some help

EDIT: 1 GBit OnBoard connected at 100 MBit

Hello.

The settings you should use would be the best ones you can set or the server will allow you to use.

If you're limited with your internet connection you'll have to be sure, that at max rates your internet still has spare portion available.
