Cannot run multiple instances of srcds

Hello and god day.
I do have a Dedicated Server the speck's: DELL PE860/Intel Xeon Dual 3050/4GB/2x500GB
Windows server 2008 32bit.
I am running 3 css server on it and i when (today) i was configured i can't set a port for each:
startupp:
nr1:C:\srcds2\css\srcds.exe -console -game cstrike +map de_dust -maxplayers 16 -autoupdate +ip 85.17.177.8 -port 27001

nr2: C:\srcds2\css\srcds.exe -console -game cstrike +map de_dust -maxplayers 16 -autoupdate +ip 85.17.177.8 -port 27002

Nr3:C:\srcds3\css\srcds.exe -console -game cstrike +ip 85.17.177.8 +map de_dust -maxplayers 16 -autoupdate +ip 85.17.177.8 -port 27003

And one more thing, is the server able to run 3 css servers?

Change ports of the second and thirt server to 27011 and 27021

Try and use 20 slot intervals, it seems like some of the ports are in use as it says.

It also selects a new port automatically, so try and run a status command on all 3 servers, cause it seems like they should be running, just not on the ports you expect.
