tf2 command

i got problem i want to add to my server.cfg commands like tf_max_voice_speak_delay -1
and sv_airaccelerate 99999
but somehow when i open the server the server.cfg dont get it
and i allways need to do sm_cvar "command"
is there other place that i need to put the commands?
or in a special way on the server.cfg
(exec not working)
please help me

Make sure you don't have a duplication of the commands.
