Choke Problem

ok heres the situation i got my server set up works fine random people jion and everything. When i type net_graph 3 to display choke i get around 60-70 average choke strange thing no one reports any lagg what so ever. just was wondring if thats bad and if theres a way i can fix the choke thnx
