Change Steam server to Windows Server

Processor : Intel R XeonTM CPU 3.20Ghz
Ram : 3712MB RAM
Game : CS Source

I'll like to know if how I can connect to Windows Server instead of Steam Server, I saw this guy http://www.youtube.com/watch?v=N9LA7qZJJIs running in a Windows Server. I'm now using a non-steam CS Source ( css.setti.info ) and also followed that tutorial. It connects to Steam server instead of Windows Server.

C:\SRCDS\srcds.exe -console -game cstrike -tickrate 66 -ip (MY WAN IP) -port 27015 -maxplayers 30 +map de_dust2

I'll like to host on both non-steam and steam servers if can.
