Server Almost Instantly Crashing

I am running a 64-bit Windows 7 I7 2gb computer Trying to run the server for TF2
The server keeps instanly crashing with this message

It was fine before the lastest update
This happened before after an update and I had to reinstall the whole thing
It also seems like its not updateing when I tell it to
I update it with this command:

HldsUpdateTool.exe -command update -game tf -dir "c:\hlserver" -verify_all -retry
pause

I run it with:

orangebox\srcds.exe -console -game tf +map ctf_2fort +maxplayers 24

I really need help soon, Ive been out of power and am supposed to run a server today
