So, after finally getting the system up and running and everything installed to run a dedicated CSS server; I set up the server.cfg and mani_server.cfg and the startup script in a batch file, I cannot get my server FPS to go above 320.
This is my startup script
D:\srcds\orangebox\srcds.exe -console -game cstrike +fps_max 600 +maxplayers 16 +map de_dust2
I have tried searching and I am wondering if the new updates have done something to limit it.

I am trying to run it on a 2.4G quad core core-duo 2gb of ram and 45mb down 7mb up connection on WinXP pro. I have a HiRes Timer running and processor affinities set so that the server uses cores 2, 3, 4, and all other tasks use 1. Process priority is also set to High. Any Ideas?

Here is my server.cfg and yes I know it's a cluttered cfg file. I still need to clean it up, but I am teaching someone else how to do this and it makes it easier.

Yes. They capped the fps and they are going to "remove" it after some updates.

ideally you should run with fps_max 66.66 anyway...

And this is based on the server running at 66 tic correct? After searching I cannot find a no-shit reason behind this, it might be implied while running at 66 tic however, since they changed the way it runs ie from 100 tic 512+ fps servers being the top, at least arguably, I am not sure of optimum settings anymore. Actual clarification would be great.

yes, it is based on a tickrate on 66. a tickrate of 100 is not supported by css, and those hacks which allow it will make the quality of the game only worse. believe it or not, it's simply true (the orange box update changed a lot and made tick 66 servers better than tick 100 servers could ever get before the update - so only the negative side effects of tick 100 remain).

basically all they did was return back to the old HL1 style of frame rates and shit. hl1 had the tick rate locked into the fps (like every other game nowadays and back then)

Nope. All they are going to do is removing the fps completely. Make the server handle packets a different way. Thats my understanding of it.

already right now, frames ("fps") are only used to calculate world snapshots ("ticks") and sending them to the clients. they will not remove the way how ticks are working, so they will still need frames. they cannot really remove that. what they already changed is how the timing is done, so now it is much more precise than the usual 1ms before. therefore now they can remove the possibility of fps being larger then the tickrate, because those additional frames will do nothing. so my guess is, they will effectively lock fps_max at the tickrate and remove that command. at least, that would be a useful change...

so i run a dedicated server with several css servers on it, i also use a cpu timer program to boost fps to 1000 does that mean that no longer works and all servers are capped to 500-550 fps? only reason i ask is because i still see GSP's offering 1000 fps windows servers (which im running on windows) and i cant seem to get it to work

you must remove the extra 1ms sleep from the engine to get it back to 1000fps but 100 fps is fine for my DODS server. 66 fps and the server can't keep up with 32 players (the updates get sent out at about 60 per sec), whereas with 100 its perfectly stable
