how to be admin(garrys mod)

ok i got a problem i made a server and it works fine and i got 2 question.
1. how do i make my self a admin i tried to put my steam id on user.txt
and still i am not a admin so please help me.
2. how i add weapons and props like guns and props to the server becaus i put on the folders like meterials and more and still its not showing up on the server
so please help me

Post your user.txt file. And we need more info about the setup, like what addons is installed, what admin mod.. etc..

still its saying on my server that i am not admin when i trying to use admin weapons
its saying only admins allowed to use it ....

welll for example nuke weapons and more and i trying to put crops like dr.hax and saxton hale and some stuff and they not showing up on the server
and i the nuke weapons that shows up saying i cant use them i am not admin but when i log into server its says that i am superadmin
i dont know about admin mod help me please and explain to me how import addons

I have a similar problem so I felt I should post it here, I also have a gmod server and I don't have a single clue how to even find the file to do it! I've looked all around in that folder so can someone direct me to the right file and give instructions what to do? Thank you!

i still not admin i have changed users.txt and nothing has changed why wont anyone tell us how to get admin set up and working from start to finish with all steps involved and proof thats its working using thoes steps is that so hard to do
