Best rates for my server?

I'm new to srcds and would definitely like some help figuring out the best rates for my server because default rates are causing a slight hiccup now and then and lerp blinks yellow (whatever that means) at 100 m/s.

server os: windows 7 ultimate sp1 64 bit
processor: e8400 intel core duo at 3ghz dual core
ram: 4gb
game: team fortress 2
startup commands: C:\Valve\HLServer\hlserver\orangebox\srcds.exe -console -game "tf" +map ctf_2fort +maxplayers 16 +exec -tickrate 33 server.cfg
mods: Mani Admin

NETWORK
bandwidth: 2-4 megs up and .4 megs down
server: theshacktf2.strangled.net

Are you sure this isn't reversed? lol if you do indeed only have .4 Mbit down then that's no where near what your going to need especially for a 16 slot server. In my opinion the best thing would be to upgrade your connection line first. Messing around with rates down that low you'll see spotty performance boost at best but maybe someone else has some better insight.

hahaha yeah its reversed sorry, the thing is i'm getting slight hiccups on when playing on lan so its not the connection speed, i don't think...
