Are you firewalled? Is your ports opened? You might want to verify the ports needed for SRCDs, then if it still doesn't work redownload the files and try again. I personally have not seen anything like this before...

hey mate, yer ports are forwarded and no firewall. Maybe i should download all the files again, seems like a waste since its a fresh download, but its the only thing i havnt tried. Thanks

Feels like a case of damaged Steam content. Run hldsupdatetool.exe with the -verify_all parameter. It'll check all of the files you have against Steam's content. If for some reason that doesn't work, try a fresh install.
