If your still having issues its probably a firewall issue make sure you have these ports opened:
UDP/TCP 27000 to 27020 inclusive

Yeah still having issues. Have all the those ports opened in inbound and outbound. Getting a syn_sent. Which I guess means I am sending a packet but not receiving. I didn't have server set for static ip and now I do and still same.

Well I checked to see if those ports are open and they are not. I have rules for them in firewall but when I use telnet or canyouseeme.org. No response.

Well I mean you have to set the ports to be forarded in your router, then also make sure there is no built in firewall there. Then you have to add them to any types of software firewalls you have running (Norton/AVG/Windows/etc).

well 1and1 says its not exeternal firewall but actually firewall on server that causes problems suggested turn it off and run through local security policies and then ip policies. seems kind of weird

I mean the easiest thing to do is just to add a firewall program rule in Windows. That way you do not have to worry about setting any specific ports, it will be done automatically.

@Central Thats what I tried at first and it still would not open port. Then figured out had a external firewall in place. So I went to 1and1 Control Panel and set rules up in it. Still wasn't opening ports. Called 1and1 and tech said it has to do with some sort of glitch in windows 2008 RC2 firewall and that I need to shut it off and make my rule sets in the external and local policies (IP policies). Anyways all good now.

You got me, I got a few 2008 RC2 servers and adding programs to the exception list worked just fine for me. Sounds odd.

Yeah does seem weird wondering if it doesn't have to do with external router. Think they use Cicso or something. Anyways thanks for the help.
