Runtime error since 6/24 on OB games

Hey folks, new guy here with some issues

Since the uber update, both my CSS and TF2 servers are runtime erroring right after opening. As far as the log goes, even with -debug and -condebug I only get this:
"Console initialized"
"Game.dll loaded for "TF2/CSS""
After clicking the error this single line flashes briefly
"Missing shutdown function Key_Init () Key_Shutdown."

Just to make sure, I made a completely stock vanilla install in a temp folder without any addons or configuration changes. Here's a screenie of the result:

Now, I have other servers for multiple games on this same box, including Alien Swarm, which runs just as these servers did pre-update; completely fine. Verify-all updates via hldsupdatetool return up to date messages on both orangebox and tf binaries, so I'm really stumped here. Any help is much appreciated!

Try removing all the addons on your server then starting it.

Quite a number of the addons broke the servers pretty badly and need an update. You should be able to run it just fine when you remove/update the addons.

Hey thanks for the time, I wish it were that simple. A fresh isolated TF2 install with no addons gives me the exact same result. Honestly I thought it was one of the .NET/C++ runtime libraries becoming corrupted so I played around reinstalling those to no avail.

By some stroke of luck, updating the orangebox binaries for the 10th time today has given my sandbox install a new error:

As you can see, I tried deleting and re-downloading that file but it still wants to error. Make anything of it?

I've fixed the issue. Turns out one of Valve's content servers has been dishing out corrupted files to my server. As soon as I changed the region according to http://wiki.unitedadmins.com/FAQ:HLDSUpdateTool , a verify_all update of the orangebox binaries solved all my issues.
