Can't forward UDP port

Server OS: Windows Vista 64-bit
Processor: (Intel Core 2 Duo P8600 @ 2.40 GHz) X 2
Ram: 4 Gb
Game(s): Half-Life 2: Deathmatch
Start Up Command: C:\SRCDS\orangebox\srcds.exe -console -game hl2mp -tickrate 100 -ip 192.168.0.130 -port 27015 -maxplayers 16 +map dm_runoff

Router: SMC8014WG (I am tethered via cable)
Local IP of Server: 192.168.0.130
External IP: 99.245.194.166

I disabled the firewall on my router and on my antivirus.

I used a port checker to see if port 27015 was open to UDP protocol, it was clear.

When I started the server, everything went well, in the console it said "Connection to Steam server successful."

Then when I used my port checker on that same port, it was closed this time. (And you guessed it, once I closed the server it was open again)

Whatever port I use for the server always becomes unreachable when I start the server, even though it was reachable before.

Please help.

Edit: The server will be on all night try connect and see what errors/whatever you get 99.245.194.166:27015

The programm you're using runs a listen-server on the specified port and asks a webserver to join that connection. This is different from the usual port-testing services that you can use online and has the disadvantage that the port can't be used by any other program while the scan runs.
Try http://www.canyouseeme.org/ while your server is running and you'll see that the port should be forwarded correctly.

As long as your server works everything should be fine.

Well first your upload speed is no where near what it will need to be. You will maybe be able to handle 3-4 people at the most on that upload speeds.

Also it doesn't look like you have the port forwarded correctly I'm not able to get a response from telnet. Usually you can telnet to the port and it wont give you an error if its forwarded correctly.

You are mistaken, don't confuse Mb/s with mbps.

Ok so now I checked port 27015 with that website Cyba gave me, and the port is open.

And I was able to add my server to gametracker: http://www.gametracker.com/server_info/99.245.194.166:27015/
(I'll leave the server going so you can see)

But when I search for my server in hl2dm at 99.245.194.166:27015 I can't get any response.

Nvm, server works, just I can't see or join it, only others can.

Are you joining it through the external or internal address? If you want to be able to join it through the external address, you will have to enable loopback on the router.

Ironically, speedtest.net does. It measures in MBit/s not MB/s.
