Okay so I'm in the process of currently making a gmod dedicated server. Just one question(so far), what am i typing in the server.cfg? Thanks for any answers.Also where am I downloading the console version of srcds?

If you search the forums or go to the gmod site, you can find a good pre-made server.cfg that you can modify.
You can download the console version via hldsupdatetool found HERE off of Valve's website.

Okay can you tell me how to lua specifically so I can block only certain items? EX: block the airboat and jeep but not chairs.
