Rates update?

I was told that you rates on CSS can automatically be set by the server.
Is this true?
Trying to win will make you lose. Trying to lose makes you win which makes you lose. Not trying at all makes you lose which makes you win which makes you lose.

It is 'kinda' set by the server. I assume that the minrate, maxrate and min/max updaterate is set by it. Like, you can set the rates to 101 but if you then go and type cl_updaterate in console it'd show the 66/67 thing because the server has temporary restricted it to it.
