How to start CS:S?

Hello altogether!

I was able to successful configure and start my own LAN server So far, so good.
Now the problem is that i am not possible to join my server without Steam.
The server is running fine. I can see everything in the console that 2 bots are playing against each and everything else.
When I start Counter Strike Source via Steam and search for LAN servers I am also able to join the server and play, use rcon etc.
But my question: How can I join the server without Steam? I know that it works cause I already have done this on several LANs together with my friends 2 years ago.
The problem is that I do not have the files from this time
So can please somebody help me?

errr... running css without steam is illegal, so we cannot help you there.

Why it's illegal?
I have the original version and play in ESL etc.
I just want the version without steam for LANs so that I can play with friends who do not have Steam :/
