Steam validation Rejected

Server OS: Windows server 2008 64bit
Processor: AMD 64
Ram: 2GB
Game(s): CSS Source
Start Up Command: srcds.exe -console -game cstrike +map zm_lila_panic_l_v3
Admin Mods: Metamod Zombiemod Admin plugins


NETWORK AND BANDWIDTH INFO

Bandwidth: 100MB Flat
Router: Farm Router Smile
Local IP of Server: 127.0.0.1

When i try to connect on the server it say me "Steam validation Rejected"
I've try to make a steam_app.txt and but it dosen't work

You need to type your game's app ID# into steam_app.txt
http://developer.valvesoftware.com/wiki/Steam_Application_IDs
Find your ID and just type the number into the file, save and restart the server to see if it fixes it.
