sv_downloadurl "missing map"

Hello, I'm having a problem with my sv_downloadurl on my css servers. It's sort of a strange problem because it seems that it only fails for certain people. To make matters weirder, the people who couldn't download the map typically can download other maps. A strange remedy a few of the people have brought to light is by changing the region in steam to los angeles which for whatever reason, seems to get rid of the "missing map error" and successfully download the map. Unfortunately, that'd be quite a feat to get every single gamer to do that, so it wouldn't be a viable solution. I've made sure all my maps are lowercase, tried adding/removing the trailing slash after the sv_downloadurl and I've uploaded all the maps via binary and bz2'd. Does anyone know what could be causing this seemingly random "missing map" error?

I have the same problem, I've set mine up properly and still can't figure how to get it to work (I use a DropBox account though)

I'm shocked there's been so many problems with sv_downloadurl and valve has yet to do anything about it.
