I am considering canceling my $12 / mo. game server and getting a $15 / mo. VPS with 512 MB of RAM, 15 GB of disk space, Windows Server 2003, and 1000 GB of bandwidth.
My question is, how much bandwidth does a 24-slot TF2 server use on average per month? Let's go ahead and be greedy and say that it's full all the time.

SRCDS doesn't work well on VPSs. Also, it depends heavily on CPU and you didn't list how much CPU you get.

Why doesn't SRCDS run well on VPSs?
It looks like I'm going to get somewhere along the lines of 2.3-2.8 GHz. I know that's a broad number, but it doesn't say a definitive number.

VPS' constantly use some I/O because of how most OS' work. The fact there are multiple VPS' on most of these server boxes makes this problem more and more apparent. Anyways, normally VPS' companies will limit your CPU usage to about 800mhz per 512mb of ram, or some ratio like that. They may let you spike the cpu for a bit if the server isn't overloaded, though that will rarely be the case. Your game server will start lagging out of nowhere and it'll be entirely out of your hands. Don't host game servers on a VPS' . :/
As for bandwidth, my 42 slot server which is normally always completely full consumes something like 4mbps-5mbps. This would eat your 1TB bandwidth cap in about 25 days. haha.

I understand about the CPU usage, but your server that uses 1 TB bandwidth every 25 days is 42 SLOTS. Even if I wanted to go that high, I couldn't since TF2 has a limit of 32 slots (really they only want you to do 24 slots, but whatever). When you say "mbps", do you mean "MBps" or "Mbps"? The difference is MB is megaBYTES and Mb is megaBITS. If you're talking megabits, as you probably are, then a full 32-slot server would take around 3.8 Mbps and it would take about 5,457 GB of bandwidth per month, which is completely acceptable.
There's still the issue of CPU usage, but I'll deal with that when it arises. I wasn't planning on moving to a VPS immediately, anyway.

I'm not sure how you got 3.8Mbps to equate to 5.5TB in 30 days. Because, from my understanding, it'd be something like a constant 12Mbps in order to do that. Although I would assume it is due to sv_downloadurl or something which I didn't bring into the equation. My sv_downloadurl eats something like 4GB of bandwidth per hour.

You should read more carefully mate. I said 5,457 GB, which is equal to 0.55 TB.

1000GB = 1 TB
5457GB / 1000GB= 5.457TB.
Unless you mean 5.457GB which would fit into your 1000GB Limit. I still don't think that math is correct though.

Also the tick's don't work properly on the VPS because you don't have a "real" CPU. So you'll notice strange things like the gravity or phys_scale being off even though their cvars are set correctly.

Re-did my math, and came out to 1,202 GB / month, which is just over 1 TB.
Oh well, I didn't really need the VPS anyway. I'm fine just sticking with my server host for the time being.
I found a place where I can get a pretty cheap dedicated server, I'll look into that later when I need to switch. It'll be about $10 / month more than a 32-slot TF2 server with my current host, but it has 5 TB of bandwidth per month, so I'd theoretically be able to run a couple servers on it.
