You either have to give them your ip, or they have to find the server on the server list, they cant hit "join game" when you are in the server casue steam servers won't allow people to connect through Local ip's (usually something like: 192.168.1.1 or something) as for it appearing on the LAN tab thats normal for the host to see it there.

The problem is when I try to connect with my external IP it says Connection failed after 4 trys.Something like that.

Can you tells us exactly what ports you forwarded?

On rule 2, change protocol to all.
Remove rule 5.
