How many players on this?

Hello, I've previously posted this, but I've been unable to get the server full, thereby i can't measure how many players i can hold.
I've got a Canal Digital connection with 4.5Mbits uplink.
The most I've got from it is 10 players and it'll use about 1Mbps at 30000 sv_maxrate and some other settings.
Are there any other way I can see how many players i can hold?

Are that server running at 66tick? If so 1mbps seems relatively low. Unless there is absolutely nothing going on (bunch of afks!). If you ran a DM server the bandwidth usage would be much higher(past the 1.8 + mbps mark and possibly the 2mbps).

It's 66 tick and since i couldn't get it full i had to get bots on it and some real player's. It's a surf dm server and everyone was afk.

also keep in mind, home connections are usually not well suited for hosting game servers, as the ping is usually very high for players with connections from different carriers.

My connection is highly capable of hosting this type of servers. All the players that actually connected had a ping of 30 - 40, which i find reasonable.
