HLDSUpdatetool won't work

Hy all!
My specification:

C2D 2GHz no hypertread(or i don't know)
3GB RAM
320 GB HDD
AMD Mobility Radeon 4330
yeah,im using a notebook. Windows 7 ultimate x64.

The problem is,that I've downloaded SRCDS from steam,and I haven't got ANY config files. I'm behind a router,that's the another problem,but I had configured my router from the official steam's help page. Now,I had tried the ,,unofficial" HLDSUpdatetool,but it isn't download anything. I had tried it with all versions. I don't know what to do. If somebody could make a rar archive with all of the files from a fresh HLDSUpdatetool downloading,and I would unrar it to my server folder,I think it should run. So,can you do it for me?

You should use the HLDSUpdatetool rather then the Steam one. The Steam SRCDS is known to have issues. There are plenty of guides on how to get SRCDS installed via HLDSUpdatetool.

Install the tool then run the commands.
