Help with Gmod Dedicated Server

This error is not the reason other people cannot see your server, That error ONLY pops up when steam is running and you start your startup.bat. If you end steams process and open startup.bat, that error should not be there. Pertaining to other people being able to connect, have some of your friends try to connect through joining your game as a friend, if they still cannot connect then there is most likely something wrong with your ports, if they can connect, then you have to find a way to get your server to show up on the steam master server list, which I sadly cannot help you with, for I am having a little trouble with that myself.

Gmod 2 and gmod 7 has a dubplicated port, the same with 5 and 6.
Could you make a single range from 27000 to 27050?

Can I start steam AFTER I run the startup.bat?
So, Close steam. Run the server. Open steam. Join the server. ??

You don't have to close steam at all, that error is not important and will not cause any problems, just press okay and disregard that error, although if you do not want to see the error at all, yes, you can close steam, start up the server.bat, and start steam up.
