Yes i made sure i did by opening a port range that that both the udp and tcp ports were in. Is it possible that my isp is blocking port 27015?. If so how would i set up a proxy server to get around this.

Ok i think i may have found the problem. There is a line in the console that says could not exe server.cfg. This happens with all the servers i have made recently. I think it might have something to do with windows 7. I will post a screenshot.
I have made the biggest mistake. Because i have not made a server in about 2 years i read a guide. and i swear it told me to put the server.cfg in the orangebox folder, when it was supposed to be in the cfg folder. how the hell did i make a mistake like that.
