Dynamic link library vstdlib.dll problem

Hey Guys,
My first time on as a registered user. Great forum guys, well done.
I'll list all relevant information at the end and start with my problem.
Firstly, I ONLY use my scrds to test add-ons and the like on MY home comp, before I upload them to our public server to ensure stability.
We run a CSS gungame server and have done so for over 3 years. We have used several providers in that time and I have built maybe 12 to 15 server that work fine.

The error message is titled
"scrds.exe-Entry Point Not Found"
The rest reads
"The procedure entry point CreateThreadPool could not be located in the dynamic link library vstdlib.dll"

This problem appeared after updating scrds. I have downloaded 2 new versions, updated several times with the same result. I have removed the offending dll and re downloaded it, no change, removed and replace the "steamClient.dll, same thing. I verified all in hldsupdatetool, same error.
Then I transferred the scrds folder to a friends computer running the same OS and apart from a few errors in console it worked fine. With this in mind I installed a fresh copy of my OS, same error though for me, WTF.

Its got me stumped, in all the time I have been running and setting up dedicated servers I haven't had this sort of problem. I've researched "CreateThreadPool" which is all pretty straight forward but it didn't answer any questions as .dll's are in an encrypted format that I can't read and to me the .dll's aren't the problem .

Hope you guys can give me some ideas because I have tried everything I can to no avail.

Server OS..... Windows 7 64 Home Premium
Processor......Intel i7 950 Running@ 3.76 GHz
Ram.............3x2 GBs total 6 GB
Game(s)........Counter-strike Source/
Start Up Command...R:\scrds2\orangebox\srcds.exe -console -game cstrike +map doa_drunkday -maxplayers 25 -autoupdate -tickrate 66
Admin Mods.....Mani_admin_plugin-metamod-estools-Gungame51(latest versions of all)

If you click okay you should successfully manage to boot your server. Other users have the same problem as you on Windows 7. (including me!).

A user submitted a potential cause and a possible solution. Close Steam and then start the server agian. It was abit random and only solved the problem for a few.

but I'm afraid having steam open or closed or even closing it before or after I try to start the server seems to make no difference. When I click ok on the "console EntryPoint Error" that error message is replaced by scrds error message titled
"Launch Error"
The rest reads
"Failed to load the launcher DLL The specified procedure could not be found"
Clicking ok on the message simply shuts down scrd exe
Thanks for your reply, I'll probably remove all traces of scrds from my comp and start again.
Being that, the same scrds folder worked on another computer, do you know of any programs, dll's or .net frameworks etc that scrds relies on to be installed on Windows 7 to work properly?

Remove -autoupdate
It wont fix it, but it doesn't do anything in windows.
