Others can Connect but I CANT PLZ HELP!!!

Hey guys I made a server finally and haven't added any addons or anything here's my target for the runserver file

C:\SRCDS\orangebox\srcds.exe -console -game cstrike -tickrate 100 -ip 192.168.1.105 -port 27015 -maxplayers 15 -insecure +map de_dust -autoupdate

I run my server and i see it on the server list and also in LAN i try connecting from the server list but it says can't connect after four retries and same for LAN

In the Internet List where all the servers are the IP is like 69. something something something:27015 (i forgot) and in lan its 192.168.1.105:27015 so in the console i type connect 192.168.1.105 and it didn't work then i tired 192.168.1.105:27015 and that didn't work so i used the internet list one 69 something something and that didn't work so i tried 69 some something:27015 and it still didn't work HELP!?

I ALREADY PORTFORWARDED !
HELP!?!?!?!?

Oh yeah dont tell me DMZ cuz i tried that and i got that same "Couldn't allocate server IP port" error

u didnt port forward right..... thats all. hell u probably never did port forward

Clearly this happens with most, but it's that they can connect and other's cant because they don't portforward, I already did the problem is I can't connect and there is two IP's one is in the internet 69.------ and the other in lan 192.----- i try connecting to either one but doesn't work. I even try to type it in console
