I think I may have an... unusual problem. For some reason srcds isn't using any cpu. Even when it's full (4 people, alien swarm server), it still hardly uses any cpu, and people are lagging. Even I lag if I'm playing on the same computer as srcds is running on, with srcds set to Realtime priority and swarm.exe set to below normal. By lag I don't mean low fps, I mean myself and other people are skipping around the maps.
If I do rcon stats while the lagging is happening, it will say that srcds is using about 50% cpu usage. However Resource monitor says that srcds's average cpu usage is about 5%. The highest I've seen srcds's cpu usage was 8% I think.
I've got 8GB of RAM, Pagefile disabled
CPU: AMD Phenom II x4 965 BE @ 3.8 GHz
OS: Windows 7 x64 Ultimate

You can never count on srcds when its measuring the CPU-usage. It's always lying. Your processor is at a very high clock speed (3.8GHz), so i would suspect the server configuration to be wrong. The other only problem would be your internet-connection.

Really should of asked you this, is your lag FPS or Latency based?
If it is mainly FPS, the server configuration or more likely to be the problem.
If your buddies are experiencing high latency (high pings) than it is more likely an internet problem.

I do have high ping on my (comcast) internet connection... but (obviously) I'm playing on the same computer and I have a ping of 4 ms and I'm still skipping around... I don't think that it's internet if it affects me playing on the same computer the server is on.
And (at least I thought) isn't skipping around usually a sign of a slow computer? Which my computer obviously isn't?

It could be the minupdaterate.. Set it to 66 (never played alienswarm, but this worked for me (css)).

What about the sv_maxupdaterate?
