Can't connect to server from server

Hey guys,

I'm having basically an identical problem to this thread. I'm trying to run Source DS and CS:S at the same time. The server starts up fine, and shows up in the server list, but when I try to connect to it, it hangs at "Connecting to server" with 2 bars. After about a minute, it fails with the error "Connection failed after 4 retries." I'm hoping someone might be able to help me out.

Mandatory info:

Server OS: Windows 7 Enterprise 64 bit
Processor: Intel Core 2 Duo @ 2.66 GHz
Ram: 2GB
Games: Counterstrike: Source and Team Fortress 2

Other info:
- Yes, this is supposed to be a LAN server.
- Previously, these startup commands worked fine on the exact same hardware, same network, the only difference is that I was previously using Windows XP.
- I can't make any changes to the network as it is a university-owned network.
- Said network does NOT block any traffic and allowed me to do exactly what I'm trying to do previously - again, the only difference is that I'm now using Windows 7 and not XP.
- I can connect to the server from other computers, just not the one from which I'm running the server.
- I've tried this with the firewall completely open and the same thing happened. I've also tried making specific exceptions for srcds and Steam, again, no dice. Firewall is just vanilla Windows Firewall.

Anything anyone can offer me will be appreciated.

It's never a good idea to host and play on the same system because you run into trouble like this (sometimes). I have experienced this on Windows Vista, but it always worked for me with Windows XP.
