New SRCDS CS:S Server

So i've just downloaded an SRCDS for Counter-Strike Source on my PC (OS: Windows 7 64 Bit, Core i7, 6GB RAM, etc).

When i run the C:\SRCDS bat file it loads okay in the cmd (command prompt).
When i go into the game CSS i can see the Server.
When i select to join the server it says that the server is an older version than my CSS.

So i go to update this in the 'cmd' by typing:
Hldsupdatetool -command update -game cstrike -dir c:\hlds

...and have the access is denied on cmd and the pop-up C:\users\....\hldsupdatetool.exe is not a valid Win32 application. Error.

So is there anyone who can help me to update this and get my server started, or try to point me in the right direction?

Have you tried running the update as administrator? Right click and press run as administrator

Have you installed hldsupdatetool?

First you have to download the .exe installer that will install hldsupdatetool...
If you haven't done this then just double click the hldsupdatetool.exe and it should run the installer.

I've got the HLDSupdatetool. I run the update command but get the error, is there anything i need to install, do you have any links?
