You need HPET enabled in the BIOS in order to have 1000FPS. Please note that 1000FPS doesn't do anything but consume large amount of CPU and does nothing to improve anything in the game.

'Clients' need to be informed of why it doesn't do anything but tax the CPU in the system. Everyone likes bigger numbers, but at the expense of their own IQ is baffling.

You will need to start up some kind of application to call timeGettime() (media player, winamp, etc) to lower the clock resolution. You can also install NTP for windows and it will automatically do this for you.
