[Windows] Slots problem.

My configuration is : Windows 7, 64 bits. Core I5.
Mani Admin plugin / CSSMatch
CS:Source
Ethernet connexion

You can see in my run command that the "maxplayers" is set to 10. But when I'm running the server, there are only 5 slots. What can I do please ?

Okay...
On the server console, there are 5 slots.
In game, there are 4 slots for the server and 4 slots for the SourceTV (maxclients 0!)
In the running command, I put 15 slots...
What's the problem ?

I also have the error (when Steam is running) : "Can't find the GetexecutablePath in the library tiers0_s.dll"
If I close Steam, this error don't appear.

As it seems to me, it doesn't even set the maxplayer (other than 4). Normally, a server first sets the maxplayer value to 32, and then to the user specified amount. Have you downloaded this server through hldsupdatetool?

Have you ever just tried to delete the whole stuff, and then try to download it all again. Try do that, and DONT install any plugins. Try to run the server when it's "fresh".

I'll do that or can I just try to run the server without the plugins and keep the rest of The stuff ?

Just install a whole new server without any plugins. That's the best thing to do. Depending on your download-speed, it may take an hour.

Apparently no problem, I put 5 slots, I have 5 slots.
I put 32, I've 32...
I will try with plugin after that, and I'll see...
