how to change the server fps

My CS:S server runs at windows 2003 32bits, the server fps is 64 . I want to raise the fps to 600 or higher, what can i do ? I have used fps booster ,but it didn't work. can anyone tell me a certain way to raise the server fps ?
server info :
cpu :E7500
ram :4G

Use srcdsfpsboost.exe
