Source server able to connect users sometimes

Question 
So my servers have HLStatsX equipped on all of them and the stats are shown correctly on my web server. All have the correct forwarded ports and correct settings to allow users to connect. The thing is a friend of mine and me were playing earlier today on the servers when he had to leave. 20 minutes later when trying to connect again nobody besides me was able to and received 'Server Not Responding'. In that time, I didn't change any settings. My internal server IP is leased forever from the DHCP in my router and doesn't expire according to -ipconfig until 2146 so I know it is not changing. I have a dynamic IP so I use dyndns.org and their free dynamic dns to allow users to connect to my servers no matter what my external IP is. Yet, people can seem to only connect at certain times. What could be causing this or what am I doing wrong?

Bump, now with that info, is there anything I am not doing. Or do you need anymore information? Or what am I doing wrong?
