fps does NOT match

i got a question on my srcds
i set the fps_max to 400 in the bat file
then when the server start up
on the top of the srcds ,the gray bar
it got 256fps and it stable

then i type stats in the console , it gave me around 340~390
of cource , it's not stable

what is the problem with this?

Which console are you typing stats in?


Also, use fps_max 300 for 256.
