To many fail with server

How to solves these problem

(1)
"Steam is not active, runnin in -insecure mode."

(2)
"Unknown command 'r_decal_cullsize'"

(3)
"Attempted to create unknown entity type info_ladder! Can't init infoladder

(4)
"Failed to load Steam ServiceServiceStart: failed to startexec: couldn't exec server.cfg


Could you guys help me to solve these 4 problems, the last is very important

to (1): post your startup line please
to (2): remove that command from your config or ignore this message
to (4): is your server.cfg correctly in place and readable?

(4) it has been saved in cstrike folder, as server.cfg
