people are trying to join my server with custom gun skins they got on fpsbanana but this message comes up for them.

sv_pure is not on why would it do this?

Do you have zBlock or any other competitive scripts etc.

If you don't have sv_pure set in your server.cfg add "sv_pure 0" to it.

In your server.cfg and autoexec.cfg, put "sv_consistency 0"
