1) Don't use the GUI version, use the -console version.
2) Don't specify an -ip.
3) Use +port 27015.
4) Be sure your ports are opened on your firewall and forwarded on your router. And also make sure people are connecting at the below IP:

So I changed the port to 27016 and opened it!

But I can't connect to 83.243.159.12:27016

You wont be able to connect to your external IP... You will need to connect using your internal IP

Other people outside your network use the external IP.

Yes he's right and try this +port 27014 because this happen to me before and sometime people could already being using that IP and using the port 27015.

Look in your Steam server browser in the LAN tab. Is it listed there?

Into the console. And make sure there is no SRCDS running already.

Oh, I didn't even see that. Your startup line should be +map gm_construct, not -map.
