tf2 bots

hi, does anyone have a good bot config for a tf2 server?
eg, when a player joins a bot leaves, the server will always have x number of bots until a player leaves.
is this one for css or tf2?

edit: just figured out that it's for css
btw, my problem is. is that the bots don't want to leave the base, the attack only when i put on noclip and getting there base
