[TF2] 32 player lag.

2GB ram
Windows Server 2008 (Web Edition)

I've tried setting affinity to a specific core and on 2 cores and when it gets full there is a lot of random jerkiness, that seems to increase when more action happens. It's set for standard fps (256 I think?) It's not a heavily modified server. I've disabled QoS and monitored the cores, which the affinity is currently set to core 1 and core 3. When it was on a single core I noticed some spikes up to about 80% or so. Not sure what to do here..

Is it possible that a x3430 just can't handle a 32 player server on one core? What about a x3460?

You have a powerful quad core it should not lag. Also why you have to set cpu affinity. The OS will automatically do that. DO you have another app or server that takes a lot of cpu as your run tf2?
I got Xeon E3110 with 24 players and when full, the cpu usage for that server goes to 5% the most since srcds servers are single cores. So srcds should not be reaching 80% spikes.

Your ram seems to be on the low side, how much free ram you have? Check that out. Try to disable other use servers that you don't need in server 2008.
Also what is your upload speed?
