Dedicated Server is only available in LAN? (Team Fortress 2)

Well I believe I have everything setup, but when I try to have my other friends join, they cannot find it in Internet, they cannot even join my game session.

Before -game tf, add -console. Also be sure to add +map, or else it doesn't start on a map. Also specify -maxplayers.

Do you have windows firewall enabled?

Or any other software firewalls?

You have overlap in your rules and it's confusing your firewall.
Delete rule 6 and 7.

Or as I like to say... Delete them all and only allow 27015, ( and 27020 for HLTV )
