Hlds on external ip

I am trying to set up a counter-strike server under my ip 64.223.xxx.xx under port 27015. On my home network I have a WRT54G router. I need 64.223.xxx.xx: 27015 to direct to my computer where hlds is running. I set windows to have a static local ip of 192.168.100.102. I disabled the dhcp service. On my router config page. Under applications and gaming I set it to forward ports 12000, 27000 to 27015, 27200 to 27039. I set it to forward those ports to itself to the ip 192.168.100.102.

I right a batch for hlds hlds.exe hlds.exe -console -game cstrike +ip 64.223.xxx.xx.

I launch the batch and it says couldn't allocate dedicate server port 27015.
If i remove the ip stuff, it launches under 192.168.100.102:27015. I need it under the external ip. What am I doing wrong or forgot to do?
I hope this is the right forum.

you need to use the internal IP. the port forwarding does the rest.
