Server won't show in list

Ram: 2GB
Game: GarrysMod
Admin Mods: ULX

Bandwidth: 50Mb UP 50Mb Down
Router: Cisco
Local IP of Server: 10.130.0.31
External IP: 203.113.206.201 OUT 203.113.208.139 IN
Port Forwarding: done and working

My server will not show in the master server list but people can connect via IP and Gametracker says the server is up. I think it has something to do with the server having multiple wan interfaces and the way SRCDS talks to the master server, is there anything I can do to resolve this thanks.

Start Up Command: C:\HLServer\Games\orangebox\srcds.exe -console -game garrysmod +map gm_construct -maxplayers 24 -autoupdate

Can anyone help me with this please I have people who want their servers up soon.
