They cannot join from just joining your game from their steam friends lists as it will appear that you are playing on a LAN server. Instead, go to http://www.whatismyip.com and give them that ip address and they should be able to connect.

Nope, it doesn't load to my friends, when I type this parameter:

C:\HLServer\orangebox>c:\HLserver\orangebox\srcds.exe -console -game tf -ip 87.120.110.90 -hostport 27015 +maxplayers 10 +map ctf_2fort

Server start but only me can join! 87.120.110.90 is my local IP

When I tried this to start:

C:\HLServer\orangebox>c:\HLserver\orangebox\srcds.exe -console -game tf -ip 213.167.19.120 -hostport 27015 +maxplayers 10 +map ctf_2fort

I received a message: Couldn't allocate any server IP port, 213.167.19.120 is my IP from whatismyip.com . Any ideas?

You don't need the -ip command in the startup. Just take that out and start the server and give that IP to your friends and they will be able to join.
