SV_DownloadURL Won't Work

I've tried using my SV_DownloadURL to fetch files from 2 different hosts already, but it insists on not working. One of the servers is one that I own. Another is some space I rent from a different company. I'm running a TF2 server on Linux. I have allowed upload and download, tried it without and with trailing slash, and no luck.

This is what i use for my local CS source server, i'm sure it's the same for TF2.

sv_allowupload 1
sv_allowdownload 1

Downloading went from 10+ minutes to less than 5 seconds.

Does it tell you that it can't access the fileserver?
Because here it doesn't, it just falls back to regular downloads via steam if the fileserver is inaccessible.
