i have a source dedicated server ruuninig on my pc (windows).i play from the same pc and counter when i join my server i have 20-25 ms.is this normal? and sometimes the ping goes 30 -35 and it starts lagging all the server not only me

Are you using a poor PC? This usually happens when your computer is already overloaded and can't run much more. If you want to host a server, it would be wiser to set it up on a separate computer with a wired connection.

The ping depends on the distance from you to the server (but it shouldnt do any difference as you are playing from the same PC). Ping also depends on how fast the server, running the gameserver can process the gameserver-processes. Windows isn't really good at that, and i definetly DO NOT prefer to run the gameserver and client on the same machine!
