Failed to Launch

I clicked run then put in:
c:\srcds\srcds.exe -console -game hl2mp +map dm_lockdown -maxplayers 16 -autoupdate

A pop-up popped up saying:
This Application has failed to start because Steam.dll was not found.
I am running windows.

Run the update command again with the -verify_all argument added at the end.

rerun the hldsupdate tool to reinstall hl2mp but make sure you add -verify_all

rerun the hldsupdate tool to reinstall hl2mp but make sure you add -verify_all

I have still had problems with these type of corrupted files. I would recommend saving the config files and the addon files and deleting everything. Then I would just go ahead and reinstall everything using the hldsupdatetool. Yes it seems hardcore, but it almost guarantees you of having the fresh files instead of relying on hldsupdatetool to find the tiny problem which you may be having.

Are you sure you have the directory correct? steam.dll should be in orangebox\bin if you are trying to use the new version I believe, if it is, then do the -verify_all that xguju recommended.
