srcds Launch Error

I'm having an issue getting a TF2 Dedicated Server to run. It doesn't seem hardware or network related and is likely something on the configuration end as I only have a vague idea of what I'm actually doing. srcds is installed and working (presumably), server config is set but when I try to initiate the server I get the following error:

Missing shutdown function for COM_initFilesystem( info.m_plnititialMod ) : COM_Shutdownfilesystem()

For testing purposes I'm trying to run it through a batch file located in the server folder using the command:

orangebox\srcds.exe -console -game tf +map ctf_sawmill +maxplayers 18

I was able to get a Killing Floor server up and running prior to this using HLDS but I'm having now luck at all with srcds. Any help would be appreciated, I'm not really sure what (if any) computer information would really be helpful with this particular error but here it is:

Server OS: Windows 7 x64
Processor: AMD Turion 64 x2 Dual Core. 2 Physical Cores @ 1.6 GHz
Ram: 3 GB
Game(s): TF2
Start Up Command: orangebox\srcds.exe -console -game tf +map ctf_sawmill +maxplayers 18
Admin Mods: N/A

sounds like something isnt being initialized in autoexec.cfg, make sure all of your vdf's are present, and you have the right .dll/.so version. Also make sure your server is updated. Have you tried reinstalling?

I've run the update tool about four extra times for good measure and I've tried a few generic config files I've found online, including a few from this site (although they're all a few years dated. I can't seem to find a more recent one). I have absolutely no idea how to check if I have a all the vdfs are present but hlds_steamgames.vdf is there and as far as I can tell I'm missing no .dll files. No idea how to check .so version to be honest. I haven't tried to reinstall because frankly a 1.6GB download that takes almost an hour is kind of a bummer to reinstall.

Well if I was you I would just reinstall and see what you get from there...
